This is one of the games in the TrackMania series, although im not sure which. If I had to guess, I would say TrackMania Sunrise

This game is call TrackMania..

There are a few different versions of the game, mostly adding new tracks/cars.. etc.... You are able to build your own tracks and race with others online... It is for the Windows based PC.. The Demo is free, and has online play as well as offline.. Give it a whirl...
